So that integrated solutions can be obtained to complex, cross boundary problems.

In light of these new incarceration statistics, and the conclusions that were drawn from them, you can see how important intel is for a society to do proper "command and control."

However, when information is also the means to obtain the merely self interested ends of centers of power, to protect the privilege of that power, by manipulating so many aspects of how we come to know what's going on, let alone how to respond to it, you create an automatic contradiction of purpose; assuming, of course, that we really do still believe in the rule of law, operating within the bounds of a true Democracy.
